Sir A. Clark Kerr to explain to the
Chinese authorities the reasons why the
proposed amendment is not considered to be
in the best interests of either the Chinese
authorities or ourselves; and express
regret for the delay. Write to the
Foreign Office with reference to 8 enclosing
a copy of the above, and ask that instructions
in that sense may be sent to Sir A. Clark Kerr,
and copies of above to Board of Trade L.F.
